FIREARM COMPETENCY APPLICATION PROCESS
Step 1: Determine Your Eligibility
- Be 21 years or older (exceptions possible for younger individuals with valid motivation).
- Be a South African citizen or permanent resident.
- Have no criminal record or history of mental illness, domestic violence, substance abuse, or negligent firearm handling.
- Have a valid South African ID or permanent residence permit.
Step 2: Complete Firearm Training (Competency Certificate)
- Choose an Accredited Training Provider:
- Select a SASSETA or PFTC-accredited firearm training centre.
- Ensure the provider issues a SASSETA Statement of Results and PFTC certificate.
- Do the Required Firearm Training:
- Handle and Use of a Handgun (most common).
- Shotgun, Rifle or Self-loading Rifle (if applicable).
- Business Purposes (for security industry or work-related use).
- Training includes:
- Theoretical exam (law, safety, legal storage, etc.)
- Practical assessment (live fire on a range).

Step 3: Apply for a Competency Certificate (SAPS 517)
- Submit the following to your nearest police station (DFO – Designated Firearms Officer):
- SAPS 517 form (Application for Competency Certificate)
- Certified copy of your ID
- Training certificates from the training provider
- SAPS 91(a): Fingerprint form
- 2 x passport photos
- Proof of residence
- Motivation letter
- Any supporting documents (character references, proof of safe storage, etc.)
Processing Time:
90 Business days or more
Approval:
You will be notified if your competency certificate is approved.
Step 4: Choose and Pay for Your Firearm
- Once competency is approved:
- Visit a firearm dealer and choose a firearm.
- Receive a purchase invoice and serial number of the firearm.
- The dealer will keep the firearm in storage until your license is approved.
Step 5: Apply for Firearm License (SAPS 271)
- Submit the following to the DFO:
- SAPS 271 Form (Application for Firearm License)
- Certified copy of your ID
- Competency certificate
- Firearm invoice with serial number
- Detailed motivation letter
- Safe storage proof (photos and affidavit) - SAPS 86 Form
- 2 x passport photos
- Supporting documents (e.g., shooting club membership, reasons for ownership, etc.)
Processing Time:
3 to 6 months or longer
Step 6: Wait for SAPS License Approval
- The DFO will:
- Verify documents
- Inspect your firearm safe
- Send your application to the Central Firearm Registry (CFR)
CFR Approval:
You’ll be notified via SMS or phone call when your license card is ready for collection.
Step 7: Collect Your License & Firearm
- Collect your license card from the police station.
- Go to the firearm dealer with your license card and ID.
- Sign documents, and the dealer will release the firearm to you.
Step 8: Responsible Firearm Ownership
- Always store your firearm in a SABS-approved safe, securely bolted.
- Renew your license: For self-defence (Section 13): Every 5 years.
- Renew your license: For sport/hunting (Section 15/16): Every 10 years.
- Carry license with you when transporting the firearm.
- Never store a firearm loaded or transport a firearm with a round in the chamber unless justified (e.g., under threat).
Valuable Tips
- Motivation is key: Be clear and detailed about why you need the firearm (e.g., personal safety, sport shooting, business use).
- Use a firearm consultant or training centre if you need help compiling documents.
- Be patient. The CFR often takes longer than expected.
- Join a gun club or sports shooting association if applying under Section 15 or 16 for easier license approval.
